India and Mexico have quietly developed outsourcing centers for engineering talent for decades. In the 1980’s, US defense contractors set up a maquiladora industrial park in Chihuahua, Mexico, for manufacturing and engineering capacity, paying exponentially lower wages for the same level of service and capability. This was done to offset the cost of bidding on contracts, by blending reduced burden and labor costs to be competitive on contracts.

What is also kept quiet are the African scientists now living in the US who developed the Army’s drone programs, and alternative green energy technology.
