Don't think NY is the only state with a rule 2.13. Trust all countries have a similar if not the same contingency. NY in my opinion, is the pilot state to see how the population deals with more restrictions and less rights and freedom. The government is always finding new ways to lock up its population, that rule along with the same rules in your state are all a part of their plan.
