Add Jackson County, Ohio, Hazard, Kentucky (the name fits), Clay County, Kentucky, Letcher County, Kentucky, Owsley County, Kentucky, and McDowell County, West Virginia – the most overdosed, underfunded, and inbred place east of the Mississippi.
