Yes, yes they do. It's the only instance where slavery is still allowed under the constitution. Prisoners can be used as slaves although they pay them pennies to keep up the appearance of not using slaves. That's why the criminalization of homelessness is concerning as is the internment of illegal immigrants, they can put them in private prisons who lease them as dirt cheap labor and keep them in a cycle of getting thrown in prison and then thrown out on the streets...
