This music is original to DC. It was created by Chuck Brown, RIP, the originator. It's called go-go. The basic premise is a hard-driving percussion pattern with 4 congas (requinto, quinto, conga, tumba), a cowbell, the drum kit places an emphasis on the kick bass and the high-hat.
